The oversight and development of the Strategic Highway Safety
Plan involves an Executive Committee, a Core Group, and a Working Group.
The Executive Committee provides the overall direction to the
plan development and implementation and makes key decisions. This
committee is primarily composed of the Secretary and the Commissioners of
the following State Agencies: Agency of Transportation, Public Safety,
Education, Health and Labor.
The Core Group provides the continued overall management of
the plan development and implementation. During the plan development,
members of the Core Group lead the task team for each of the seven
emphasis areas and interacted directly with the Executive Committee and
the Working Group. During this phase, the group was also responsible for
preparing the plan. Now that the SHSP is being implemented, this group is
coordinating the Function Teams responsible for developing implementation
plans. The Core Group is principally comprised of the
Agency of Transportation and the
Governor’s Highway Safety Program staff along with representatives
from the
Vermont Department of Education, the
Vermont Department of Health and the
Vermont Department of Labor, the
Federal Highway Administration and the
American Traffic Safety Services Association.
During the development stage, the Working Group guided the
technical work of the process, including developing goals, objectives, and
alternatives. This group is composed of all the individuals from all the
safety related organizations that have volunteered to participate to the
development and implementation of the Strategic Highway Safety Plan. The
Working Group is further divided into Function Teams, one for each of the
five functions identified. These functions teams are responsible for
developing action plans that will lead to the full implementation of the
SHSP.
