Implementation Functions

The beginning of the Vermont Strategic Highway Safety Plan involved identifying Critical Emphasis Areas (CEAs).  This step was achieved by a multidisciplinary stakeholder group considering Vermont’s crash data and recommending CEAs that were measurable and in the group’s judgment achievable.  The group also considered value in the identified CEAs from the perspective of what could be accomplished in the reduction of crashes and injuries with the fewest resources. 

Once the CEAs were identified, task teams focused on each one and developed strategies for accomplishing them.  The same approach of selecting strategies that were measurable and achievable was used.  After strategies were identified for each CEA, common themes emerged.  A number of strategies involved education of the driver population.  Others required a change in legislation or law enforcement.  Some involved alterations to the infrastructure of the roadway itself.  The thematic approaches that cut across the various CEAs have been grouped into functions.

Implementing Vermont’s Strategic Highway Safety Plan now involves teams of stakeholders working within each functional area. These teams are beginning to work within a function to achieve a number of the strategies which will ultimately accomplish the CEAs.

The Data and Performance Function Team will support all the other function teams with respect to data, analysis and evaluation.
